Those stated words in the policy seem very vague and slippery. What one person deems reasonable may be unreasonable to others.

If you carefully enumerate exact ways that are intimidation and abuse, bad actors find a way around it. If you put out vague statements like the above, people complain that their conduct doesn't fit it. It's a catch 22.

And vague statements can be retroactively interpreted in new ways to suit the whims of the enforcer.
