I don't think it is; that's the result of not clearing your cache. In private browsing mode I get shown the old design when logged out.

Have they been consistently on? I guess I've seen them before too. These blank spots seem to be something new.

Yep, sidebar ads are not a new thing; I've been seeing them pretty consistently. https://imgur.com/a/whV5IuI/

Blank spots probably mean that you have adblock enabled.
