In my opinion Kodachi Linux is a better avenue to explore the Darknet, as it uses an onboard VPN to connect to TOR, thereby preventing your ISP from knowing. I have heard some ISPs are monitoring for TOR use, on behalf of TLAs.

If you already have a VPN, then Tails requires zero effort to use, so would be better for total newbies.
