This change will definitely be noticeable with high quality speakers or headphones. He's setting too many things in this main post. I set these:
default-sample-format = s24le default-sample-rate = 192000 resample-method = speex-float-10 avoid-resampling = true
The most impactful change is resample-method. It's set very conservatively for low CPU usage.

Aren't these settings dependent on distro? I mean do all distros need such adjustments?

These are pulseaudio settings, so I think 90% of distros need this adjustment. Ubuntu and Arch variants certainly do. Some hardcore folks don't use pulseaudio but I don't know much about that.
