None of the suggested solutions are likely to work. Embryo selection is high tech, and high tech will soon disappear due to dropping intelligence, so a real solution must be low tech. Government sponsored eugenics would likely eliminate all independent thinkers who may threaten those in power.

I have a low tech libertarian solution to implementing eugenics - my Arkian ethnicity idea. All that would be required would be a few people with enough intelligence to support the project to get it started.

Intelligence drop, while real, is not that severe. Rumors of a total catastrophe are just more apocalypse mongering. The Dark Ages are a myth. And falling IQs didn't doom Rome, low population did. And it actually didn't fall until 1453. Constantinople was Rome. Germline engineering is also a growing technology.

I consider Dutton's IQ apocalypse about as realistic as climate change destroying the world. Decentralization is the key to heredity eugenics, which is to allow superior people to cluster and experiment.

Dutton is a man with a hammer in search of a nail. IQ fetishism and catastrophe predictions are an excessive focus on one metric. No tree grows to the sky. Political collapse of the USA will happen before mental. And the resulting decentralization will be a good thing in the long run. The obsession with keeping particular nations or even ethnicities is a stilted model on an evolutionary scale.
