Because some jerk would take all the food and then sell it to make money. Having food everywhere just means someone will gather it all up and resell it for profit, unless such a thing is explicitly disallowed.

Now think about this... when a manufactured economic crisis happens it causes more starvation, more homelessness, etc. in order to fix this, the government imposes the "sacrifice quota" where producers destroy their produce and surplus, sorely needed by those starving children. They destroy this so they do not go bankrupt and also so they raise prices.

I disagree. There's food everywhere on the side of the road. Pawpaws, apples, wild plums and pears. Nobody picks it because they like burger king.

Some time ago I went to a friend to pay some bills and in front of the building we had to go in there were pots with nice flowers in them. When we finished and went out she started picking the flowers from the pots. I was like "wtf are you doing?" and she looked at me like I was crazy and said "what, I'm not stealing the pots, I'm not hiding while doing this, I'm honest." She actually used the word "honest".
