Not quite a victory yet, but on its way. It needs to get passed through the Senate (and other legal measures) before being federal law.

Under the House bill, states could still restrict gay marriage if the Supreme Court overturns its prior ruling. But such states would be required to recognize marriages that occurred in states where they remain legal.

Still gives states the right to say no for themselves, but if a couple gets married in a state where it IS allowed, even the non-accepting states have to legally recognize it.

This was the case in the past and led to problems because people could get married then move and later try to get divorced in another state and the new state would refuse to divorce people because that state only recognized the marriage as a contract agreed to in the other state.

Which is just petty.
