According to r/TumblrInAction, FINA, the organization that governs swimming at the World/Olympic level, technically banned transwomen unless they underwent transitioning under the age of 12.

Yup. Not a perfect remedy but certainly eliminates the current crop of male cheaters.

It's actually worse. It supports child abuse, basically "if you didn't groom your child young enough then they are not allowed to participate" It's insane.

Of course they are. With their biological sex.

This might very well be step one of sensible rulemaking; I am not surprised they held back from jumping 100% on board with observing that boys can't be girls and men can't be women. Take the win, it's a big one. In politics, waiting for perfection often means getting nothing. There's nothing stopping them from going further once there is evidence, applicable to their competitions, that there's still a problem. Meanwhile they still have to deal with the abusive, braying mob like the rest of us.

While I understand the theoretical risk, I don't think parents are going to bother going through all the trouble of transing their kids so early on specifically in order to get them into women's competition if there exists a well-known precedent like this where one's plans can be so easily thwarted by a sudden rule change. I think they'll wait for the situation to stabilize first- one way or the other.
