It's an asterism that appears in the Northern Hemisphere, yes. And most visible in the sky during our winter, as the name suggests.

It's base star is actually one located in Southern Celestial Hemisphere. Sirius- Brightest star in the night sky. Now that I think about it, the 3 brightest are all in the Southern night sky..

Yes I’ve definitely seen this stars in the sky here, just never heard of the Winter Triangle
