Fucking figures.

Literally figures, in a spreadsheet column. These are nothing less than calculated business decisions. Think about it this way:

1. You manage a health authority.
2. Your mandate is to promote health
3. You need to show measured improvement in "health"
4. Health "spending" is a proxy for actual health
5. You get to choose what conditions are covered as a "health condition" or not
6. Move cases from column A to column B
7. Look, a reduction!

This is only slightly different from when insurance companies promoted smoking so people would just die quicker and not linger on their policy.
