From what I understand from the way r/GC was targeted stuff like CP rarely makes it way past the moderation onto the actual sub. The purpose is to demonstrate to the higher admins that these sites are problematic/white supremacist or whatever else they're trying to claim. The admins are the ones who can then shut the subreddit down and the regular users are none the wiser as to how or why the sub was banned.

If anyone has proof it will be people who have modded subs targeted by AHS but that depends on whether they kept an ongoing record of everything. I'm assuming once they and/or their sub is banned they no longer have a way of accessing anything that might be evidence.

This is why AHS continue to get away with these tactics. That and the fact reddit seems to be rotten from the top down.

So if the post don't make it to the actual sub, what is there to report? And would that mean the mods saw who was submitting the posts?

What you say sort of makes sense. When I was a mod of r/shoujoai, I never saw what was posted until it was posted.

Either way, maybe mods who've been ban ought to create a bait sub.
