This problem is the combined result of at least two dumb mistakes. One, accepting a trans person's "gender identity" as the truth, was made by the institution and imposed on its staff, so only those in charge can correct it (and thus are to blame). The second mistake is making a woman (or even a not-very-strong man) a prison guard and expecting her to be able to perform her duties. That is mostly her own fault. What in the world were they or she thinking?

Maybe the guards were strong (for being women), and thought that armed with batons they could easily maintain order in a female prison. Rules changed under their feet.

That makes sense. I'm thinking of other stories where women have insisted on becoming guards at men's prisons, and then the predictable happened to them.
