So the focus of the article is that these companies weren't censoring fast enough?

Well Facebook and Youtube were never about free speech (It would be weird if you thought so, reading their User agreement should clear that up), but more importantly:

It was not 'tagged' properly as 18+ material, also both sites have policies (community guidelines?) against gore.

I think it sheds light upon the failing moderation on the platforms, they are too big and too centralized to manage and uphold their own rules as they are managed now.
