The article suggests that only Directory Authorities are being blocked, so it might only be a matter of IP blocking. Bridges will circumvent this as they provide alternative routes to the DA.

i'm no tor expert but i think the actual effect of this depends on the topology and the strength of government cyber control. i've heard Russia's internet is hard to censor as there's no single point failure from other countries' physical layer but China's is easier as there is something like a single point of failure to the outside world. so i guess it would come down to: how visible is a tor exit node and how much mexico is willing to cut off its physical layer.
