Free world, of course. In a free world, people organize themselves into groups with sensible rules through religion.

They do but there is one problem:

To make the system work, all need to FOLLOW those rules. If they stop, what then?

That's what this second system would be for me - clearly stated rules you HAVE to follow and a guarantee of normal life when you follow them. With free world you can't be sure.

Traditional Anabaptist churches have strict rules. Those who violate the rules are expelled from the church. So they achieve your goal without having to kill anyone.
