Erm… I don't think this is possible. At the very least, the journalist knows nothing about it, and is misquoting the engineer. You can't use water as a fuel to release oxygen, because it costs energy to do that. You don't get energy out of it.

Came here to say this, hydrogen can be used as fuel (don't put it in your fuel tank though, SERIOUSLY) because the combustion reaction is exothermic. Interestingly quite a few people seem to be buying in to this.
