It will never happen unless the people demand it. Not enough are educated on this, nor will they ever be. They are going to push electric cars until we can't pull any more lithium out of the ground. The prices will keep rising as this artificial demand made by governments will never have enough supply to have prices fall. Then we will have shitty electric cars that you can't go very far in, they will all have kill switches installed per federal law, and then the government will say how far and often we can drive. Probably tie it to a social credit score. That is what they want, and unless we fight, we will get it.
