Interesting. Do you think that a general subsidy on fruit and veggies might have an impact as well? Many people, especially in the lower classes, have problems affording fresh food.

i think that would result in a price hike, just how raising the minimal wage does.. it would be better to create more small farms and farmers supplying farmer markets in urban food deserts, also more community gardens to increase the production of veggies/fruits and so drive the prices down.
subsidize architecture that provides and facilitates vertical and rooftop gardens, rain water collection and so on
also make lawns if not illegal, but tax them and provide tax breaks for people who grow edibles in their front and back yards.
educate and instruct civil engineers and city planners to replace all ornamental plants with edibles on the streets, parks, and other public spaces.
support guerrilla gardening through legislature and free courses on how to do it. -> encourage urban foraging and educate children to do it from early on.
