That matches my experience. For the last year I've exercised vigorously 5x-6x a week. For the first 6 months it had almost no impact on the 20-30 lbs I've needed to lose. I finally got my spouse to stop serving us dessert every night, and in the last 3 months I've finally started to drop weight.
