Yes - and smaller fish like this are less likely to have mercury, and help with emotional wellbeing, thinking, and joints

Growing up my parents made a fried fish patty with sardines or mackerel and flower, also ate Steckerlfisch a BBQ fish on a stick.

Minimizing chronically high insulin levels is also viable. Do that, and your diabetes will actually reverse over time.
