Seems to me that it was setup to create a "false flag" event.
Often government-related security companies have leaks in their security. Partially due to bad management. And to create job-security by delivering continuous slightly failing products. From a security perspective one would like to have some holes to create honey-pots so you can track attack attempts on your organisation. They are also being used to deliver illegal data or tools outside the law. Or to let Mossad have access to internal data of intelligence organisations.
They can also help to create a false flag. A false flag can be used to create the need for more security and thus more money. And to push for aggressive international policies, which are in line with the military complex.
