The plain language of this is horrific.

“The term ‘manufacturing firearms’ shall include assembling a functional firearm"

If you take it apart and put it together, you are manufacturing firearms.

If you make a chunk of metal or plastic that the BATFE says you were going to make into a receiver later, congratulations, you're making ghost guns.
