My hair was like that about that time. While this song was released in 89, I think it was re-released in 91.

I used to think this was U2 because it was on the radio and I'd never seen the video. While definitely "alternative rock" (with a bit of folk fiddle) I also know that it was played in some goth clubs in Windsor/Detroit and maybe Toronto if I recall correctly. Then again, some of the stuff they played was simply because it was popular at the time, not so much the genre.
