It's illegal.

I don't quite know the loopholes around it although I think he might have married his wives in indonesia, then moved to australia after their wedding. They also probably have dual citizenship so aus government has no choice but to accept their marriage because they're more considered indonesian immigrants than aus native citizens due to the location where they got married. This means they're not exactly subject to aus laws regarding that matter.
