I think you're correct. It's just the case that 58.9% is an increase from 16.8% of 250%, which is how I arrived at that conclusion. Though, I suppose that's, perhaps, not the accurate statistical result.

The other important point here is that we can't really say TIMs "are X times more likely to commit sexual abuse than normal men." That might be true, but we don't know. What these stats show is that TIM convicted criminals who were incarcerated in E&W in 2020 were convicted of sex offenses at 3.5 times the rate of the male prison population overall.

Most boys & men, including "normal men," who commit sexual abuse are never reported, tried & convicted for their abusive acts, so we can't quantify how common being a sex offender is in the general male population.

Moreover, the judicial system in E&W is incredibly lenient on male sex offenders (& male violent criminals generally). As a result, after being convicted, many male sex offenders in E&W do not get sent to prison at all. So the ones that end up in prison in E&W are presumably the worst of the worst, have multiple current convictions (for either sex crimes alone, or for sex crimes plus other kinds of crimes - a common situation), or a long history of convictions for various serious crimes going back years.

Moreover, as recent court cases show, for TIMs who've just been tried & convicted of sex offenses, claiming to be trans is an effective way to get special sympathy from judges & not to be sent to prison at all. If the TIMs who've been able to use their trans "identity" as a "get out of jail free card" were sent to prison after all, then the percentage of incarcerated TIMs with records of sex convictions in E&W would be even higher than 58.9%.

We can infer a great deal from these stats, but what they tell us for sure is only that TIMs incarcerated in E&W in 2020 had been convicted of sex offenses at much, much higher rates than the rest of the male prison population. The difference between 16.8% and 58.9% is gobsmacking, to use a British expression.
