California is a bit different from other states, in that their prison system has been such a disaster that they are regularly forced into making changes because they are under federal court supervision. So at least the potential exists to get issues in front of a judge who can say "yeah, I don't care what your state law says."

California also has just recently gone through a series of lawsuits related to the prisons not keeping track of inmate complaints properly. They are supposed to have upgraded the information-collection systems to make sure that inmate issues aren't "misfiled" because they're inconvenient, etc.

Also, a previous set of changes to California law called SADEA - Sexual Abuse in Detention Elimination Act - requires among other things "(2)(d) To ensure that data collection concerning sexual abuse across all institutions is accurate and accessible to the public.", and creates the "Office of the Sexual Abuse in Detention Elimination Ombudsperson" in order to track that. SADEA also mandates that the California corrections department (CDCR) have guidelines already in place for outside organizations to offer resources to inmates about how to use the reporting system and other sexual assault related matters.

California has extra tools and they should be put to use. It's kind of shitty that the extra work falls on the victims but everything about prisons is shitty. Hopefully the people protesting this already know this information - but if not, maybe it will be helpful.
