Aren't pretty much all teenage school shooters bullied kids? I certainly have sympathy and could see an insanity defense, and perhaps mental health treatment is needed.

But we still can't just let people off for shooting people.

That's a myth, actually.

The Columbine shooters were the bullies. Dylan Klebold had been popular before he started hanging out with Eric Harris, a sociopath with a messianic-level superiority complex. Unfortunately the "they were bullied" narrative took off when they were still suspected as being part of the Trenchcoat Mafia, which actually was bullied (by Harris).

So in an attempt to sympathize with bullied people the media ended up blaming the victims of Columbine.
