When the UK government announce that they are banning conversion therapy wouldn't they then need to shut down the tavistock since there is a strong argument that what is practiced there is conversion therapy?

But surely hormones and surgery are themselves conversion therapy because they are used to supposedly stop a child being gay, so it should be able to be challenged on those grounds

Yes it is potentially conversion therapy for gay and lesbian youth. But how do you know whether a child is gay if you don't know what their 'innate sex identity' is? That's what they're arguing... that some lesbian girls are really straight (trans) boys and that preventing them from transition is forcing them to be 'cis', thus it's 'conversion therapy'--conversion from trans to cis. It's very disturbing. Very DARVO. And very convenient for the medical industry that's making a killing from people who might need tens of thousands of dollars worth of work and meds merely in order to be themselves.
