OP are you interested in talking about why that is?

Or are you just here for the soundbite.

It's because the security council has resolved that Nagorno-Karabakh is part of Azerbaijan. So when you wrote "invade" in the title, you were technically incorrect, because the region in question is internationally recognised as a part of Azerbaijan.

Here are some relevent UNSC resolutions

Is that why Azeris try to eradicate every sign of Armenian presence in the area by destroying centuries old Armenian monuments? Armenians have been the target of a genocidal campaign by Azeris and Turks. Killing all natives and then having UN (virtually an extension of US foreign policy) say that the region belongs to you is not acceptable by civilized people (which obviously excludes those who believe that "right of conquest" exists).

The links you provided basically state that UN asks for Armenians to accept Azeri rule without expressing any concern about the genocidal intentions of Azeris. This has happened too many time in UN history and never ended well.

No, the resolutions are not why azeris are blowing up monuments or whatever, but that's not what I was answering. I was answering why Azeri is not sanctioned - the discrepancy posed by your title - and the answer is, because the region is recognised as Azeri by the international community.

So it's a bit silly of you to say "is that why XYZ" when the original question was not "why is XYZ?"

I tell you that there are relevant UNSC resolutions and you ask "is that why my bus is late? Is that why Manchester United lost at home? Is that why azeris are cutting off fingers and legs?" No, it's not why, you didn't ask that, those questions have answers which I wasn't addressing, when I told you why there aren't sanctions.

So now you want to ask - well, what is the international community doing about the blown up monuments, the fingers and legs cut off?

And there's an answer to that -

Would you now join me in gratitude to Pelosi and the Biden admin for their efforts to bring about peace and end this conflict? What about Blinken's absolute admonishment of Azeri war crimes? Because when you started this thread you wanted to blame the west for not doing anything. But now I've shown you two large sweeping efforts by the west, to do something. What are the ruzzians doing? What is CSTO doing? Nothing. Yet here is Pelosi and Biden trying hard to bring about peace and condemn the condemnable.

If the West wanted to do something, they would bomb Azerbaijan the same way they decided to bomb Yugoslavia.

No, because all western bombing campaigns have been aligned with UNSC instructions and I've just shown you their position on Nagorno Karabakh

All western bombing campaigns have been aligned with jewish interests and white genocide.
