They can order some wage-slave to ferry around their asses. If more of their "loyal" servants had a reasonable Fight Club-attitude, they simply couldn't rule the masses that easily. I'm quite sure a big part of the "real" problem is the army of literal sell-outs working "for" them.

Leaving the troops or "voluntary surrender," i.e., in the event that soldiers surrender on their own authority. This also makes any surrender of a unit punishable - prisoners of war are criminalized as of the effective date, similar to the Soviet Union. Prison sentences of several years are provided for.
