The cops said to themselves:

"Who the hell are those kids?"

"I don't recognize 'em."

"They better get the hell out of here, cause we're expecting some crisis actors on a bus."

"Yeah, cause we need to finish these training exercises."

The first comment - "I’m surprised some cunning liberal lawyer hasn’t used the defense “oh, they were just singing a muslim rap song”" - was probably right on but unaware due to his, and the cops', racism.

Or something similar.

It's the only thing I can think of to make an honest mistake, assuming the cops and the non-terrorists were honest.
