Yup. This information warfare stuff isn't a game. This is the new reality, and we need to find ways to adapt and overcome.

They already do it. The Internet Archive was never 100% in a lot of ways. Further proof, I've been to parties there in the Presidio in San Francisco - a former military base, which of course has/had the latest greatest massive Internet connection.
