There's really no such thing as a 'right'. Either you can do, or you cannot do. Consequences may never be the same, but that is secondary to the ability to act.

Again, every person has an inherent right to work hard to be whoever they want to the extent it doesn't harm others.
Now, should I have the right to have a nose job if I so decide? Probably not, since Mom always said it was rude to pick your nose.

It's probably easier to see in other mammals. What 'rights' does a squirrel have? They can collect as many nuts as they're able, while avoiding predators, finding a mate, and all that. There's no right to a certain allotment of nuts, not becoming prey, or finding a cute female squirrel to share a nest. Squirrels can do or not do, to their abilities.
Rights are an imaginary construct, used to describe and influence power dynamics between different segments of our species. Real in that sense, but with no basis in actual reality.
Your mom was right. haha. Not sure about nose jobs, but I saw someone with an eyebrow job when I walked through a mall a few years ago. She was using 'thread' on her customers.
