          That is the NIH library, that paper is not authored by the NIH. Many of the papers showing the vaccines do not work can be found in that library. That particular paper is authored by the Association for European Cardiovascular Pathology

          Yeah I have no idea whether that is a good paper or not, just that being in the NIH library isn't necessarily evidence that it isn't

          NIH policy certainly changed in 2020, so using a NIH link from 2017 to prove their good behavior is meaningless.
