Part of the intellectual DNA that became what we now call the internet is an idea by Paul Baran that we should have a military communications system that is totally decentralised to ensure it stays up during a (nuclear) attack.

Centralisation is vulnerability.

People who talk about power grids understand that they are vulnerable to a malicious attack, and should be decentralised. You could make the argument for the internet. Decentralise the net or the terrorists win!
