Some urban cities have been seeing a huge rise in carjackings performed by teens. Apparently the local gangs have started recruiting them for specifically this because even if they're caught, they're usually let off easy because of their age.

And in this case, it wasn't "murder", but felony murder, which is where someone dies (whether intentionally or unintentionally) while you were in the process of committing a felony. One of the girls tazed him, which caused his body to convulse and floor the gas, which led to a crash where he died. Carjacking by itself is reprehensible, but the teens weren't trying to kill him.
