I know that he identifies as a two year old, and the exemption he reads is for people under two, so even if the authorities take his declaration seriously, he won't be exempt. But the point he makes is an interesting one. I've heard of hospitals not treating biological women who identify as male as women to avoid offending transgender people, so will the authorities actually apply exemptions to people who sexually identify as people they apply to, even in the case that they're clearly not? Not that I've researched this transgender stuff thoroughly.
