Is every form of persuasion manufactured consent to you, even when it's entirely straightforward? The whole idea behind Chomsky's book of the same name was that the press would collude with the government behind the scenes to manufacture a narrative. This is just a business owner telling you that rights go both ways.

When you can't work or buy food in any store, your consent is being mandated. This consent is also being manufacture for the business owner, for the governor, and going all the way up the chain of command of an entire society that is just following orders.

I'm not sure that you do. It's "Your". "Your" consent is being mandated, not "You are" consent is being mandated. Also you needed a comma before that, not a period; "your consent is being mandated" was the apodosis to the protasis "When you can't work or buy food in any store". It doesn't make any sense as separate sentences.

However, the main problem here is that the claim is simply wrong. Your consent isn't being manufactured, by definition it can't be mandated, and no one needs your permission or consent here.

Correct his grammar all you want but we're rapidly approaching a future where a handful of banks and payment processors can decide whether you are allowed to participate in the economy or not.

Actually we've been at that point for a while now. But more importantly, your comment is a non sequitur. We were arguing about whether mask laws are an example of "manufacturing consent".
