This is the problem with our current pharmaceuticals industry. If they shouldered all the costs of research, they should of course be able to set their own prices. But, they're not shouldering those costs - we are. There should absolutely be price caps for private companies that accept public money for R&D, to provide a return to the Americans who are actually funding that research.
