I tried to go today but I was turned back by Mexican immigration for not having car registration. As far as I know, Texas doesn't really have a concept of car registration, so I will have to deal with both the Mexican and Texan bureaucracies to figure out how exactly I can drive to Mexico.

I did spend some time driving around Ciudad Juárez and it has badly decayed. I have been there a number of times since I live just across the border. It was never a great place but it was okay. Mexico is normally in disrepair with bumpy streets, but things do work. Not any more. Now they are tearing up the roads for no reason just like in America, but without actually building anything. The whole city is basically in a state of constant gridlock and nothing works. And of course it is filled with masked morons as expected. The point is that the decay is global and rapid. I just can't wait until it gets bad enough that the moronic masses start dying.

How strictly enforced is wearing masks in Mexico, such as when entering stores, restaurants, etc.? Are citizens there required to wear them even outdoors?

I don't think masks are required outdoors. In population centers wearing masks indoors is enforced about the same as in America. I don't know about rural areas which is one purpose of this trip I planned.
