Panama has a huge Asian community, mostly Chinese. I believe they are largely descended from workers who built the canal. They have a ridiculously easy residency program called the "Friendly Nation Visa".

By the way, there are small numbers of Chinese, Japanese and Korean Mexicans, as well as mixed Asian Mexicans.

Both Peru and Brazil have relatively large populations of Japanese and tend to hold onto their ethnic identities, if that is a factor in your decision. I've lived with my Japanese spouse in Mexico and can say we experienced nothing remotely akin to racisism. If anything, she was more accepted than I, as a gringo, was. It is not as easy as you might think for a foreigner to get permanent residence in Mexico but as long as you get out of the country for just a few days — one day really — every six months you can continue to live there. It is not necessary to return to your country of citizenship to get a new tourist visa. It is only necessary to leave Mexico for a day or so. Since many countries are not allowing tourists in right now because of the CV scam, please note that Mexico is STILL accepting US and Canadians now. (I believe citizens of other countries are also welcome but please check.) You can live in Mexico until such time as you may decide to move to another country. Mexico is quite livable. Other countries with a large proportion of Chinese are Malaysia, Indonesia, and Singapore but I do not know about immigration laws there beyond tourist visas. I do know that Malaysia has special plans to accept retired Japanese for permanent residence so I expect their laws are liberal for other nationalities but pllease check.

Since no one is sure what the laws will be after CV, I would say Mexico is a good choice for now.
