Covid insanity is almost everywhere. The state of Jalisco just ordered more Covid insanity. But will this be followed in small towns? I don't know. Someone has to go and check. The police in Mexico are local (city) and federal, not state. So if the local police don't enforce state law, it just doesn't matter. Of course the big cities will comply. The hope is in small towns.

Belarus is a legitimate option. But it is far and the language is hard to learn. Still, I would encourage you to visit and report back.

If this forum gets some activity, we should organize trips to visit possible locations. I have talked to one person who has the free time to visit places and who speaks Spanish and Russian. I can finance his trips and have him report back here.

Puerto Vallarta is a tourist city and has a large number of US expatriates, so this is not surprising. The OP was not promoting PV, but a town in its vicinity.

Yes, covid tyranny is almost everywhere. Belarus seems to be an almost unique exception. They are also, seemingly miraculously, resisting the current West-sponsored colour revolution attempt.
