Probably an interpolation. This part of the sermon is a chain of wordplays and puns, and this verse interrupts the sequence. It's probably an attempt to explain away Luke's "Blessed are those who hunger" by making it "those who hunger 'for righteousness'" (the same person also changed "poor" (עניים) to "humble-spirited" (שפלי רוח); the next line is about the meek (ענוים)).
