John 3:16 New International Version (NIV) says: For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life.
It says "believes."
Luke 23:39-43 tells us of a criminal who was crucifieds next to Jesus. He was forgiven and went to heaven despite having no chance to do good works.
Of course, if you believe, you will start living according to Biblical ideals.
