No, the CCP did not intend a national Wuhan level metdown. This is why they wanted zero covid and only stopped it when the citizens revolted. They remember almost losing everything during Wuhan. This is why they're letting their citizens leave. They're preparing for revolution.

The restrictions that were lifted as the numbers of cases were taking off . . . were planned well in advance. Don't give the CCP too much credit here.
