well they still held unto Deng's "scientific experiment" thought. Basically, what Deng did was opening up a small part of China (southern coast) to foreign investment first to see what would happen. It worked, then Deng opened up the whole China. That is essentially what those bureaucrats did in Guangdong, except that this is a total failure lol. Even Deng's own "success" was problematic in the spiritual/cultural sense.
