Why have any busses at all then?

A properly maintained and safe transit system offers a number of benefits. Namely it can reduce traffic to highly congested urban areas, as well as provide cheaper access to workers as well as customers into an urban center which can stimulate economic growth.
A poorly maintained and unsafe system offers little to no benefit to the society at large.

Hardly, because nobody will use it if it isn't safe

You already claim it is unsafe and people are using it. Ergo you are wrong.

More people would use it if it was safe. As it stands now I think the only people who use it are people who have no choice but to use it. In other words, bums, the handicapped (I'm fine with giving them free transport tbh) and tourists that don't know any better.

So long as it is there for those who need it then it has benefits.

I believe it's to a great social benefit.
But it also needs to be policed so it is safe.
The marginalized portions of society that require it should not have to risk their lives in order to pursue their livelihoods. That is why a strict enforcement of crime in public spaces is necessary.
