Why do electrons release energy only at exact wavelengths? Why is it always an exact amount of energy they can accept and release? Why do some EM energies pass right through matter while others are absorbed?

As a kid I asked my parents "What is light?" and they couldn't answer. I found a book but it was bullshit about "light is what happens when you turn the light on" etc.
It's funsome that now, many decades later, I still can't get a straight answer.

Well I believe in "poot-ons". The particles of gas that are expelled from my anus. They can get from my asshole to your nose hole in 4.3 seconds. Smell that?
