I would take any EU country for the following reasons:
I don't think EU is now the worst place on earth but it's getting there and it doesn't look like it can recover.. At least I can see progress in most other parts of the world.

Dark history of crimes against humanity and colonialism
It is incredibly ignorant of history to claim Europe has the worst history of "crimes against humanity". The world is a brutal place and any honest assessment of human nature reveals that the darker the skin the more brutal the people.
Declining standards of living and economies (people in Africa and India are making better salaries than Portugal)
The worst country to live in would have no room to decline. This claim is further proven absurd by the fact that people from around the world are dying to get to Europe because it has a much higher standard of living.
The argument that "there is A country in Africa that has a higher average salary than A country in Europe" only proves that europ is so overwhelming better than Africa that it is noteworthy and shocking that such a thing could be true. But the most hilarious thing about this claim is that it isn't even true.

Pretty sure that when Genghis Khan was attacking a city protected by a moat he would just take locals from near by villages, kill them and toss there bodies in the moat until he could form a makeshift bridge of human corpses to cross...
