How come Biden didn't keep his promises to fix the broken/beaten down internet both physically broken and digitally corrupt? Where did we steer so wrong? Under Trump censorship went haywire!!

Remember in 2019/2020 the biggest push for him was his 3 trillion dollar plan to fix the infrastructure mainly the web and our highways/bridges,etc. What happened to that? Now the internet is shut off for any discussions which is the opposite of actually fixing and the focus is on 'Anti Vax/Mask' regulations,etc ripped right off of fascist Germany.
